to what size are the submitted pictures reduced? And is there a reason why this is done?

Answer: 

Images are scaled to 594 x 594 pixels.

How long after photos have been submitted do they appear in the appropriate gallery?

Answer: 

They are almost always posted within 24 hours (that's artisanal, small-batch curation for you).
